Optical Media Board executive director Cyrus Valenzuela shared in a workshop in Tagaytay that their agency is drafting an executive order that will call for the registration of hard disks in the Philippines of Internet Cafe operators. Valenzuela claims that since the hard disks have magnetic components, it is under their jurisdiction. If this passes, this means that more than 10,000 internet cafes in the country will have to register all of their hard disks with the OMB. If you peg the average number of units at 15 per cafe, that’s a total of 150,000 hard disks. That’s… a lot.
Here’s the original article from GMANEWS.TV and from Azrael’s blog.
What do you guys think about this proposal by the OMB?

If they want to stop piracy, start from the source! The retards in OBM have nothing else in mind except plain stupidity.
Total non-sense! Registration + registration fee = instant money.
One thing my government (America) and your government (the Philippines) have in common–they are both very good at coming up with dumb ideas to waste money.
this will plainly fail a constitutional test because it violates the privacy of individuals. its like having to register one’s vault or closet.
tnx carlo for sharing this info
omb is so stupid to do this
My pleasure az!
Agree. The people in OMB are a bunch of retards.
This would give small entrepreneurs another pain in their ass if OMB will pursue this! (Gastos na, Hassle pa!)
They just confiscated 2 of my units just to get me all the way to Manila to comply with their demands.
I know they are only doing their jobs but that was a bit surprising.
They should at least give us Cafe owners a procedure on what to do after they confiscate the units.
This is from Albay, Bicol.
YES!the OMB is stupid…..
crap! even if they ask us to register all HDs, they cannot monitor and even KNOW (since they are idiot techies) what is inside it. They will just waste our time and money. I agree with you guys, stupid proposal of OMB
what good thing does registration of hard disks do to our economy. Will it deter the proliferated piracy? This is a waste of money and time. How would they know if I pirated or what..This is ridiculous!
